Appointed by the City Council, the City Manager is responsible for West Covina’s daily operation. The City Council is composed of five members, including the mayor, who make vital decisions regarding the welfare and future of the city. West Covina is a full-service, general-law city that maintains police and fire services, street maintenance and repair, building and engineering, planning, and parks and recreational services.

West Covina is privileged to boast two of the finest chiefs in Southern California—Police Chief Frank Wills and Fire Chief Richard Elliott. Both Chief Wills and Chief Elliott are highly esteemed and selflessly operate two of West Covina’s most important services.

West Covina Police Department

The West Covina Police Department is the largest department within the city, employing 158 sworn and civilian personnel. Every member of the police department plays a crucial role in keeping the community safe and educating future generations through local programs. The department works closely with the city and community organizations to provide the highest level of service and protection.

The West Covina Fire Department operates five fire stations, five paramedic engine companies, and one ladder truck throughout the city. Every day of the year, 24 highly trained firefighters are on duty. The department resources include medi-vac helicopters, hazardous materials teams, swift water rescue teams, and Urban Search and Rescue Teams.
