A County Board Chairman and 28-member County Board, as well as municipal and township governments in the incorporated cities and villages, govern the 520-square mile county. Winnebago County Government is responsible for the court system, highway department, public health services and other services mandated by the state.

The county also operates Animal Services, River Bluff Nursing Home and Memorial Hall, built in 1903 and dedicated by President Theodore Roosevelt. The county coordinates a number of programs including a Geographic Information Service (GIS), a Freedom Field Bio-Energy Project, a Balanced Growth Planning initiative that will culminate with a 2030 Land-Use plan and the Green Communities Environmental Vision.

The Winnebago County Sheriff’s Department is the law enforcement arm of the county, providing patrol services and running corrections programs and facilities. The new state-of-the-art Criminal Justice Center opened in 2007. The Sheriff’s Department provides a HazMat program, Crimestoppers and river patrol services. Larger cities, such as Rockford, Loves Park and South Beloit, as well as many villages, provide their own law enforcement programs that work collaboratively with the county.

The Rockford Fire Department has more than 200 full-time firefighters on staff – many trained as paramedics, EMT’s or EMTI’s. The department operates 11 stations and maintains a Class 1 fire insurance rating, as well as coordinating 911 services. Other areas are served by volunteer fire departments. A new Federal courthouse is also planned for downtown Rockford.
