Glenwood is the county seat and the largest city in Mills County with a population of more than 5,500. Growth continues in recent years as Glenwood attracts a number of new residents from the Omaha/Council Bluffs area. Glenwood's business district consists of the downtown "Square" and the "Glenwood Plaza" area. Both are connected by South Locust Street, a main thoroughfare that is also a rapidly developing business area.

The municipal government is composed of a mayor and council, and city services include a full-time ambulance and police and fire departments.
