Glenwood is the county seat and the largest city in Mills County with a population of more than 5,500. Growth continues in recent years as Glenwood attracts a number of new residents from the Omaha/Council Bluffs area. Residential areas feature small acreages with attractive homes, offering the appeal of a quiet community with friendly neighbors. Nestled in the Loess Hills, Glenwood offers the serenity of a small town and yet is only minutes away from opportunities afforded by a larger metropolitan area.

Glenwood's business district consists of the downtown "Square" and the "Glenwood Plaza" area. Both are connected by South Locust Street, a main thoroughfare that is also a rapidly developing business area.

Glenwood Public Library has a collection of approximately 31,666 books, 1,283 audio materials, 1,100 video materials and 141 serial subscriptions.

The municipal government is composed of a mayor and council, and city services include a full-time ambulance and police and fire departments.
