City of Milton-Freewater

The City of Milton-Freewater, population 7,050, is a full-service city governed by a council-manager form of government. The governing body is made up of seven members: a mayor and six voting councilors. Of the six councilors, three are elected from within wards, and three are elected from the city at large. The mayor is elected at large as well.

The City offers a full range of services including its own electric utility, the oldest municipal electric utility in the state of Oregon. Other amenities offered by the city are a state-of-the-art aquatic center, modern library, an 18-hole, bi-level executive golf course, over 60 acres of parks and a walking trail at Yantis Park. The city also operates its own 24-hour fire and police protection services and emergency dispatch center.

Umatilla County is overseen by a board of commissioners, which is composed of three elected individuals who serve four-year, overlapping terms. The board supervises all county actions, with the exception of the sheriff and the district attorney, and is responsible for the county budget, overseeing county committees as well as adopting and enacting county ordinances and policies.
