As an incorporated town, Vienna operates under a council-manager form of government. The town council establishes town policies, passes ordinances and resolutions, approves the town budget, sets tax rates, approves land-use plans, and makes appointments to town boards and commissions. The council also appoints the town manager, a full-time official who serves as the town government's administrative head.Ê
The town council is comprised of the mayor and six council members, all elected at large for staggered two-year terms. The mayor is the ranking elected official and ceremonial head of the town government. He or she presides at council meetings and has the same rights and duties as other council members, including the right to vote on all motions considered by the council.
Town Elections for town council members are held the first Tuesday in May. Each year three council seats become available, with the office of mayor appearing in even-numbered years. Town elections are held in the Community Center.Ê Persons interested in running for a seat on the town council may pick up the appropriate forms in the clerk's office at Town Hall.
